Is there anything to listen to on the "2-meter band?"

Recently purchased a AM/FM radio that also has the weather and 2-meter HAM bands (VHF 144-148 MHz). The owner's manual said to listen to it during an emergency. I scanned it last night and found nothing. I found one frequency that's silent, but the radio is showing a moderate signal. Is it only used during emergencies, or do people routinely chat on it?

I also only receive one weather channel. Is that normal?
